What real property is taxable?
All real property in Henrico County is subject to taxation except those properties that are specifically exempt. Certain properties owned by the county, state or federal governments, or properties determined to be used for religious, charitable, educational, or some cultural or recreational uses are considered non-taxable.

The Real Estate Assessment Division assesses property as of January 1 each year, with the notices typically mailed beginning in mid January. The tax rate is set in April of each year by the Board of Supervisors after careful review of the county's budgetary needs and after public hearings have been held. The property tax is part of a well-balanced revenue system that enables county residents to share in the cost of police and fire protection, public education, parks and recreation, and other services.

 

How can I find out what the balance is on my (real estate and/or personal property) tax account?

Who can obtain information on a tax account?
Real estate/property information is public information. Personal property account information is protected and can be provided only to the individual/individuals listed on the account.

 

Why do my real estate taxes increase every year?
It is a result of increases in real estate assessments driven by the local market. In recent years the county has reduced the real estate tax rate from $0.98 to $0.90 per $100 of assessed value to help offset increases in real estate assessments.

 

I built a new house. When are the taxes due?
The prorated tax date is the first day of the month after construction is substantially complete. Prorated tax bills are mailed twice a year and are due in December and February. Normal tax billing dates are based on the January 1 assessment and are due in June and December.

 

How do I apply for partial real estate tax exemption for rehabilitated multifamily, commercial/industrial or hotel/motel property?
You may request the necessary instructions and paperwork by contacting the Real Estate Commercial Appraiser Supervisor at (804) 501-4300. The application and instructions are also available on the Finance Department website at http://www.co.henrico.va.us/finance/01RehabApp.pdf (PDF).

 

What is Henrico County's real estate tax rate? What is the personal property tax rate?
The real estate tax rate is set annually in April by the Board of Supervisors. You can obtain real estate tax rates for current and prior years by calling (804) 501-4300 or (804) 501-4678. You may obtain specific tax rate information by calling the Finance Department at (804) 501-4263 or (804) 501-4678 or by visiting http://www.co.henrico.va.us/finance/trates.htm.

 

How can I get a copy of my real estate tax bill if my real estate taxes are escrowed?
You can contact the Treasury Division at (804) 501-4678 and a copy will be mailed to the property address or faxed upon request.

 

Why did I receive a tax bill even though I sold my property?
The property transfer was not processed before the bills were mailed. Please return the bill, noting a change in ownership. You can mail it (P.O. Box 27032, Richmond, VA 23273-7032); take it to the Real Estate Assessment Division, at 4301 East Parham Road; or call the division at (804) 501-4300.

 

What is a supplemental or prorated real estate tax bill?
A supplemental or prorated real estate tax bill is a partial-year billing that is generated for a new home or an addition to an existing home. If you have additional questions about your supplemental or prorated real estate tax bill, you can mail the questions (P.O. Box 27032, Richmond, VA 23273-7032); go by the Real Estate Assessment Division, at 4301 East Parham Road; or call the division at (804) 501-4300.

 

Does Henrico County offer any programs providing real estate tax relief for individuals?
Yes, the Real Estate Advantage Program (REAP) provides real estate tax relief to citizens who meet certain criteria, are age 65 or older, and who may be disabled. The filing deadline is April 1. For additional information, visit http://www.co.henrico.va.us/finance or call (804) 501-4263.

In order to obtain information regarding real estate tax account balances, tax rates or assessment information, please contact the Finance Department Treasury Division at 804-501-4678.

 

Where can I get a list of delinquent real estate properties?
You may submit a written Freedom of Information Act request to the Director of Finance, Henrico County, P.O. Box 27032, Richmond, VA 23273-7032, or the list can be viewed in person at the Circuit Court Clerk's Office Record Room in the Courthouse or at the lobby in the Treasury area, Finance Department, Administration Building, 4301 East Parham Road.
