On January 27, 2004 Henrico County Manager Virgil R. Hazelett announced the winner of the fourth annual Henrico Excellence in Public Service Award. He presented the award to Jane Klosky, a 26-year employee of the Department of Human Resources.
The award recognizes a general government employee who demonstrates the values and qualities that are the hallmark of public service in Henrico County. Only one of Henrico's more than 3,600 employees receives the award each year.
Ms. Klosky's first responsibilities with Human Resources in the late 1970s included supervising all clerical and personnel/payroll staff along with responsibilities in preparing our departmental budget and handling all employee records and departmental accounting functions. From the very beginning Jane has worked tirelessly to automate the entire office including the County's personnel records. She worked closely with IT (formerly the Data Processing Department) in the development of the County's current Management and Personnel System (MAPS)- a system that still impacts every department and employee in both General Government and Schools. Through MAPS and other enhanced technologies, Human Resources has been better able to serve its internal and external customers with efficiency and effectiveness.
Jane also was responsible for the development of the PIKE (Personal Information Kiosk for Employees), placing information literally at employees' fingertips not only through their PCs but also through kiosks which were placed in strategic locations around the County so that all employees could have access to their own personal information. Jane coordinated the self-service/intranet open enrollment for health insurance and other employee benefits, thus allowing for the County's first employee self-service effort. She worked with the old and the new JOSH (Job Opportunities Source for Henrico) which now is represented by a fully automated (and paperless) applicant process. JOSH was custom-built and has saved tens of thousands of dollars in printing, copying and labor costs, to the end that the County now has one of the most effective and efficient applicant systems in the Country. All of these technology advances, and more, have brought personnel and human resource information directly to the desks of employees and supervisors - and now, through the Internet, to people's homes and work places.
Jane also was a part of the County's original in-house technology group that set-up the County's website. She designed, produced, and edited the first Personnel Update newsletter - a monthly publication for all County employees - thirteen years ago and still oversees its monthly production. She has conducted numerous training sessions on Personnel policies, Time Reporting, and Information Systems to supervisors and employees alike throughout the County. She has written numerous articles that have been published inside and outside of the County and has been quoted in numerous local news articles. She has served in numerous leadership roles in the County and with professional associations. She has also submitted and received multiple NACO awards. Jane is currently involved with establishing a new state-of-the-art HR information system. And the list goes on.
Jane is viewed as a knowledge expert and visionary for the department and for the County. She has many fresh and new ideas and is an extremely innovative individual. Her reputation is unparalleled. Jane is seen as an extremely knowledgeable and valuable asset by many.
"Jane truly has given her best to put Henrico County and the Human Resources Department on top. She comes as close to being indispensable as just about any employee I know or have known," said Human Resources Director George Cauble. "She is indeed an individual who stands above the crowd and adds significant value each and every day to Henrico County," Cauble said.
A total of twenty-two County employees were honored by the County Manager and their respective agencies for excellence in the performance of their duties. They are:
