Henrico County employee Baylis “B.R.” Carson, a member of the county staff for more than 30 years, has won the seventh annual Excellence in Public Service Award. County Manager Virgil R. Hazelett, P.E. presented the award during a ceremony Jan. 23.
The Excellence in Public Service Award recognizes a general government employee who consistently demonstrates and exemplifies outstanding public service. Nominees are chosen by their co-workers; only one of Henrico’s more than 3,770 general government employees receives the award each year.
Carson began his Henrico career in the Division of Police and has been a staff member of the Department of Information Technology since 1978. He currently serves as an Information Technology project manager, leading the team responsible for Police, Fire and jail operations. His work has involved the development and support of a number of key software applications for the county’s public safety agencies, including the E-911 system; Police’s reporting system and mobile data initiative; and the traffic reporting system on the county Web site.
“Although the Department of Information Technology may not interact directly with the public, everything it does affects the lives of Henrico residents,” Hazelett said. “(Carson) has always realized this fact and made it part of his work ethic.”
Carson said he draws great satisfaction from working with Henrico’s public safety personnel and from the public-service aspects of his job.
“Every time you hear a siren in Henrico, our software is being put to the test and is helping our dispatchers, detectives and emergency responders do their jobs,” he said. “It is very fulfilling to know that your work is serving the public. That’s what we strive to do.”
