Angela N. Harper, FAICP
Deputy County Manager for Special Services
Angela
Harper oversees special projects, task forces, and new initiatives that require
interagency coordination. Her responsibilities also include sister city/sister
county relationships and National Association
of Counties (NACo) Achievement
Award submissions. As the County Manager's "internal consultant," Ms.
Harper is currently leading the effort to develop a customer relations management
program.
Ms. Harper joined Henrico County over 36 years ago as a planner and worked
in increasingly responsible positions within the Department of Planning. She
was Director of Planning for seven years prior to being appointed a Deputy
County Manager. Ms. Harper presently serves on the Board of Directors of the
National Association of Counties representing the National
Association of County Planners (NACP). In addition, she has served in the following capacities:
- Past President of NACP
- NACo Sustainability Leadership Team
- Fellow of the American Institute of Certified Planners
- Fellow of the Virginia Natural Resources Leadership Institute
- AICP senior site visitor to university planning programs seeking accreditation
Ms. Harper holds a Master of Planning and Urban Design degree from the University
of Virginia and a Bachelor of Arts degree from Memphis State University. She
is also a 1988 graduate of Leadership Metro Richmond.
