page is to provide citizens with information regarding the
2026 Comprehensive Plan, currently being developed by the
Henrico County Planning Department and the consulting firm
of McBride Dale Clarion.

Public Hearing - The Planning Commission will hold a Public Hearing regarding the Draft 2026 Comprehensive Plan at 6:00 pm on January 22, 2009. This meeting will be held held in the County Administration Building in the Government Center at Parham and Hungary Spring Roads. |

BACKGROUND
INFORMATION |
The County's consultant has completed several pieces
of background information which will be used to help
formulate the Comprehensive Plan.
Demand
Analysis: The Demand Analysis provides forecasts
for Henrico's population, housing, employment, and non-residential
floor area through the year 2026.
Capacity
Analysis: The Capacity Analysis illustrates possible
scenarios for development in the County based on land
that may be available for possible future development.

Initial
Survey Results: In addition to the survey located
on this website, the consultant administered a scientific
survey to a randomly selected sample of County residents.

DRAFT
DOCUMENTS |
Planning staff has revised the previous Draft Plan (May 2008) to incorporate the information discussed at the November 12, 2008 joint work session between the Board of Supervisors and the Planning Commission. Based on direction provided at the work session, staff has inserted language and policies addressing bicycle facilities and incorporated revisions to the Future Land Use Map based on input from citizens.
To address the public interest in bicycling, staff has added a bicycle component to the Transportation Chapter (10) on page 179. A map depicting the County’s current bike routes and the proposed location of the Capital to Capital Trail has also been included for reference on page 180. In response to citizen requests staff has added three (3) new Special Focus Areas to the Draft Plan in Chapter 7. The Marion Hill area has been added as an Existing Character Protection Area. A summary of the proposed study area and potential action recommendations can be found on page 81-82 of the Draft Plan. In addition, two (2) new Revitalization/Reinvestment Opportunity Areas have been identified. The W. Broad Street Corridor (Central) is described on page 93 and the S. Laburnum Avenue Corridor is defined on page 101. A revised Special Focus Areas map has also been included and can be found on page 80.
Additional changes to the Future Land Use Map can be found in the Comments Manual. If you are unsure of whether a specific change was made please contact the Planning Department for help.

| COMMENTS MANUAL |
The General Comments and Proposals for Land Use and Major Thoroughfare Revisions Summary (Comments Manual) summarizes the written public comments received as a result of the community open house meetings held at various locations in the County during May 2008, as well as comments submitted via the Planning Department’s Comprehensive Plan website, emails to the County, and through the postal service. Comments were submitted from a variety of sources: citizens, interest groups, businesses and developers.
In addition to several joint work sessions between the Planning Commission and the Board of Supervisors, the community open houses and a Varina Town Hall meeting provided a forum for public participation and for open communication and exchange of information and ideas among the public, elected and appointed officials and staff. This communication is an integral part of the overall Comprehensive Plan process and helps secure broad public support for the final product. |
